Need to implement an intro page, builder path and report page complete with controllers that set selected parameters and passes to report xslt. First page is an overview and community type selection page. Next page is a builder page that has those indicators that have a view for that community type and has options to select other communities for comparison. Can also select pre defined indicator sets or allow user to select their own sets.

This is probably a community funded event or if EPHT needs this type of functionality.
